Creditplus broker DC probe

Used your template to email blackhorse and startline motor finance.
Blackhose say they are investigating
Startline say the agreement was not subject to DC and that nothing "no comission" was paid to the broker (credit plus) therefore they deem the issue closed
How viable is this??... it my understanding that brokers I.e credit plus are always paid commission.
Are they wrong for stating £0 commission was paid to them?
