    It isn't overly complicated.  It just uses unusual language that most people don't come across.  That's because they need to be precise and not let things turn into chinese whispers.  It's what stops "the house next door is allowed to go across my garden on foot to get to their front door" turning into "the front garden is shared".

    I'm sure you would agree that if there's is a rule or agreement about the property, it makes sense that someone checks that the rule has been followed?

    So the restriction basically says "can't sell or transfer the property unless a conveyancer signs a certificate to say we did this ^^"  Which is being answered on behalf of the estate, not you personally, because it's not yours (your husband's) until the transfer is done.

    As far as the tenant is concerned, it just means that the estate is their landlord.
