Bank chargeback after paypal

Hi all

i purchased some goods and received an email to say guess what’s on your doorstep, however I never received the goods and if they were left on the doorstep anyone walking by could have taken them?

I have an open case with PayPal but the seller keeps posting the same confirmation delivered screenshot, I have asked for proof where the courier left the parcel but no reply

my question if PayPal refuse to refund me can I ask the bank to do a chargeback ? I’m not paying for goods I’ve not received

    You're quite right that you shouldn't be paying.  Responsibility for the goods remain the retailer's until they're in your safe possession, and that's not left on your doorstep (unless you specified it as a safe place).

    I'm not sure of the "chain" with Paypal, and whether chargeback works.  If you'd paid directly with your card, chargeback would be an obvious step, but with Paypal in the middle I don't know if that's possible.  A chargeback can be contested, so even if you did get it back, it may get charged again if the retailer contests it with evidence.

     I have previously made a chargeback from my bank for a PayPal payment for concert tickets. I got the chargeback no questions asked. 

     Though I've read others have not been as successful.

    Chargeback is a non-statutory service and has its own rules.

    OP says that the seller has confirmation that the goods have been delivered. That will be sufficient for the them to challenge and reverse chargeback.

    In the same circumstances I have twice got my money back from Paypal. As said before, it is the sellers responsibility to ensure that they are delivered as stated. My personal favourite was a recent "proof of delivery" that showed the parcel on the top doorstep in full view f the street, propped against the large notice fixed to the door that read "DO NOT LEAVE PARCELS ON THE DOORSTEPS". I have never had any problems with Paypal - I just escalated the claim explaining that they had not been delivered and that the "proof" was only proof they dumped the parcel undleivered to me, and my money was refunded without any question.

    Yes but that was (presumably) PayPal refunding you as part of their terms of business / benefits they offer customers, rather than a potentially reversible banking chargeback?

    Presumably it was a commercial seller and not you buying something secondhand from a person?

    In the old days if you did a chargeback you just made your own PayPal account negative (or the money was taken from the balance if you were holding one) so unless you were prepared to lose your account and be hounded by debt collectors it wasn't a solution. 

    These days they seem to engage better with the chargeback process and seek to get the money from the sellers account. A quick scan of their current T&Cs doesn't show any obvious clauses that would suggest they can come after you as the buyer if they are unable to recover their monies from the seller.

    Yes it was - but they then pay it straight back to my bank. I have never needed to consider chargeback because they are usually on the ball. They haven't yet refused to refund the OP.

    My seller was a commercial seller not a secondhand purchase

    im still waiting on PayPal to investigate as LinLui has stated but nervous as the seller has submitted numerous screenshots showing item delivered, all I have is my email saying ‘guess what’s on your doorstep’
  • Just to give an update : PayPal closed the case in my favour so I expect to receive a refund to my card in 3-5 days, the reason PayPal gave the tracking info supplied by the seller was invalid 👍
