Leaking dormer.

Hi,
I had a remodel done 9 years ago. After a year I had a leak through my kitchen ceiling from dormer above.
Builder has been back many times, more than 50 . Eventually cut a hole in my ceiling ,allegedly fixed the leak . Repaired the ceiling. Leak started again. He’s still popping back with excuses and his silicone gun.
Last week I discovered that six of my windows have extensive rot ( all newly fitted at time of remodel). 
He now tells me it’s a “process” that “will take a while” and he can’t refit lead ie fix the leak, until he’s got the window business sorted with the manufacturer. 
I’ve been told by citizens advice that because it’s over 6 years I basically don’t have much of a leg to stand on..

any thoughts, advice? Please.

    What maintenance have you done on the windows over the last 9 years? Do they need repainting etc on a regular basis?

    Get a decent, recommended roofer to redo it
