Piggy back sim card

Are the likes of Lebra, talk mobile and Asda mobile signal strengths as good as Vodafone or are they dumb down so not atlas strong?
I am testing a Vodafone payg sim card and the strength where I live is full strength yet the mobile checker says it should only be limited and likey outside.
The sim card will just be for work as I have my EE for private use.
