ULEZ Fine for ULEZ compliant van

Hello, I have Mercedes Sprinter 2016 late model with factory fitted adblue. On every single website it says it is ULEZ compliant. I have no issue with driving in London for example as their website says ULEZ compliant. I kept receiving Bristol ULEZ fines but after appealing and sending them all evidence like pictures of the van itself, V5C with emission table showing NOx and CO2 are below EURO6 standards and lastly screenshots of websites like tfl.gov.uk showing it is ULEZ compliant, all PCNs were cancelled and all paid PCN were refunded. The only problem I have with Bradford and Birmingham which use the same website for ULEZ. All my appeals are rejected despite proving it is ULEZ compliant. Birmingham council even send a debt collector to my private household because I did not appealed to one of the PCN and they send it straight to debt collector (I have appealed to loads of them and must have missed one). Also I do not know when my driver enters ULEZ zone but why should I bother when it is ULEZ compliant?

Have you confirmed with the DVLA that the vehicle/reg is correctly registered with them?
My 2014 diesel is Euro VI compliant and was made to be before the standard became law but was showing as not exempt (though was fine in London for some reason) but the exact same model on a 2015 plate was exempt on ULEZ in Birmingham. I spoke to the DVLA about it and they said it was recorded without any classification for some reason, hence the site thinking it was not compliant. They fixed it just before Birmingham went live so I don't have any issue driving.Sam Vimes' Boots Theory of Socioeconomic Unfairness:
