Stopping in a bus Stop Fixed PCN

Hi there, please can you help.
I got a PCN for coming to a 3 second stop in a bus stop. The reason for stopping was a member of public waiting for a bus flagged me down as the fuel cap was open on my vehicle. I stopped, they closed the cap, i drove on. I have appealed this once and have been unsuccessful. Do you think it is worth going though the second appeals procedure?
Any help or advice would be great,

I suggest that you post this query over on the ftla parking forum after reading the posting requirements there, probably posting it in the council section there, with pictures etc2
