I had a car finance with the above.they are saying they can't find details.i have traced it back on my credit file back to 2013 but they are saying the agreement number is not recognised.i don't have any other info and the form they have seems to be generic and just keeps sending me the same info so going round in circles. I dont have the bank account anymore that the payments were taken from so have not got that info either

Assuming it was a 3 year agreement it was paid off in 2016 and so likely data relating to it would have been deleted in 2022 or 2023 in line with GDPR/ data protection legislation on minimising the amount of personal data they hold.
It's going to be a common problem, and one the FCA has already stated they are coming across. Ultimately the FCA will have to consider what they expect organisations to do when records have been legitimately deleted due to age.0
