Storage heater hot at top but cool at bottom

Hi,
I've got two storage heaters. First thing in the morning after heating up overnight, one gets hot top and bottom but the other is hot at the top but cool at the bottom. I think that it may nott be fully heating up overnight.
Elements are vertical and there's no difference in temperature left to right and so I don't think that the problem is with the elements.
Any idea what the problem is please? Could it be that the auto input thermostat has failed and so heating overnight is cutting out too early?
