    They’ve explained VAT is not included so guess nothing report to HMRC

    If not, search the forum for a few unusual words from that tedious Gladstones template reply about VAT & copy what you find others did.  Of course you report the VAT concerns to HMRC.

    Thanks Coupon-mad, I’m a bit confused, within the total £160 being claimed, £100 is PCN, and the extra £60 for debt recovery may include VAT, is my understanding correct?

    Now do I need to reply to Gladstone or just wait for them to send me court claim?

    You have already replied to the letter before claim and received their usual rubbish reply; now you report them to HMRC about VAT concerns. The £100 is all they are supposed to claim but they add what they think is legitimate "debt admin" fees because the self-serving code of practice they wrote says they can.  If it gets to court, the judge is likely to remove the added amount.
