It is a pity they didn't get Sunak to sign up. The Bill was brought into law under his guidance when he was the minister.

    This looks really hopeful?

"I’ve asked for all the regulatory bodies to be put on the table. I’ve said to every single member of the Cabinet, I want every single regulatory body that comes within your remit to be identified. I want you to look at them all, I want to put them on the table and have a look at them. And there’s too many, and we’ve got too many arms-length bodies and agencies and yes, my reflection is we’ve got to cut through that."  Starmer, 11:29 13/03/25  Speech in Hull

                                                                                             - and it looks like Chat GPT has a job in mind!

"[Chat GPT] Hypothesis: The BPA and IPC are Umbrella Organizations for Unethical Parking Operators

If we assume that the British Parking Association (BPA) and the International Parking Community (IPC) primarily serve to protect and enhance the financial interests of private parking firms rather than ensuring fair parking enforcement, their objectives would likely focus on:
      1. Maximizing Revenue from PCNs
      2. Minimizing Successful Appeals
      3. Legitimizing and Expanding Their Authority
      4. Influencing Government Policy in Favor of Operators
      5. Developing New Strategies to Ensure Profitability Despite Regulation"

That hypothesis has literally summarised every element of the truth that we see re the APAs. Nailed it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Sadly, a different AI source looked at the same hypothesis:

"The hypothesis that the British Parking Association (BPA) and International Parking Community (IPC) serve as umbrella organizations for unethical parking operators is not supported by the available evidence. In fact, these organizations appear to play a crucial role in maintaining and improving standards within the parking industry."

    Hopefully Norris will follow suit!

    Oh dear!
Peter Kyle, the UK’s secretary of state for science, innovation and technology, has said he uses ChatGPT to understand difficult concepts.
I can explain it to you but I cannot understand it for you!

AI and generative AI carries the bias of the people that designed the system:
AI chatbots share some human biases, researchers find
    https://techxplore.com/news/2024-04-ai-chatbots-human-biases.html
Sources of Bias in AI chatbots
    1. Data Bias: Chatbots learn from data, and if that data is biased, so are their responses. If historical data favors certain demographics, the chatbot inherits those biases.
    1. Algorithmic Bias: The very algorithms that power chatbots can perpetuate bias. Whether due to skewed training data or design flaws, these biases creep into the chatbot’s virtual brain.
    1. User Interaction Bias: Chatbots adapt based on user interactions. If they predominantly engage with specific groups, their responses may align with those biases.
An example of biased outcomes is a chatbot recommending gender-specific careers based on historical data, reinforcing stereotypes.

    A great saying:
It's why ANPR and other systems have "errors" they are design features deliberately implemented by the designer!

Do not trust AI any more that you might trust a single news source or even what you might read on here for that matter.

The Parking (Code of Practice) Act 2019 received Royal Assent 6 years ago today.

How disappointing that yet another anniversary has passed with no visible progress.

Democracy doesn’t work when successive governments ignore the (cross-party) wishes of Parliament.

The annoying aspect is that Govt ignore with impunity, as the 2016 and ongoing set of "ASAP" ministerial answers shows. Accountable to nobody, it seems. Has Norris added anything of substance to progress since the election?

    https://uk.news.yahoo.com/government-publish-rule-book-stop-105559657.html

A Government code of practice protecting drivers from "cowboy" car park outfits who are "ripping them off" is due to be published soon, according to the leader of the House of Commons, Lucy Powell MP.

Woohoo!...."published soon" this was sounding a bit more promising till I got to the end of the article and realised this was the reporter's interpretation of "in due course".

Derby South MP Baggy Shanker had asked "Can the House be updated on when the Government plans to publish a parking code of practice so we can protect drivers from these rip-off fines?"

Ms Powell responded by saying: "As constituency MPs, we can absolutely recognise what my honourable friend has said, and many of us share his anger and frustration at how cowboy outfits operate. They are ripping people off, as he says. We are determined to drive up standards across the sector. A private parking code of practice will be published in due course, and I will ensure that this House is the first to hear about it."

Praise has to go to the MPs who must feel they're asking a 🧱 WHEN? The Govt's persistent refusal to answer 🤐🤐 or give any form of meaningful update shows this Govt is no different to the last one and looks like they're determined NOT to stop the 'cowboy' operators 'ripping off' MPs constituents.
