Once you have the full information from the council you need to speak to a solicitor. Only they will be able to give you accurate information about liability or otherwise.

If it's not fraud (or dishonesty) then the bankruptcy cover it. My first thought it wasn't as why go bankrupt over a debt that would continue, but fatbelly's post is correct to get OP to confirm.
