Bought a house that failed EICR but I didn't know, now it needs a total re-wire.

    Yes, unfortunately the estate agent pointed to the sticker on the fuse box and said it had been checked and was fine. Of course I have no way of proving that.
    The Estate Agent works for the vendor, the Surveyor works for you.  

    A recent electrical test will give you some confidence in the state of the wiring.  It will include physical inspection of switches/sockets but they won't be ripping up floorboards.

    As suggested - post some pictures - including the electrician's written report detailing their findings.

    I've got some very old rubber insulated cables under my floor. The insulation is cracked and missing in places. But as these cables are dead, they do not pose any risk. A less reputable electrician might use them as an excuse to sell a full rewire though - Not necessary as all the live cables are relatively modern, as is the consumer unit.

    Well those cables (with the green tape on the ends) are clearly redundant. They are not live or in use. In fact the lighter grey cables are almost certainly their replacement.
    (No I’m not an electrician just a DIY-er with common sense).

    Here is my EICR report, thanks. My electrician told me to get this from the company that did it as I never had it. He said once he see's this we can go from there.

    Redundant, possibly. Not live - Never assume without testing.
    Would be better if the ends were terminated in some terminal blocks or Wago connectors.
    If those cables are redundant and not live, they do not constitute a fire or safety risk. Certainly not enough to warrant a rewire.

    C2 is only a 'potentially dangerous' issue.  The C2s mostly relate to the earth conductor sizes being too small and a non-working bathroom light  :/

    Of course a total rewire will bring the entire installation up to modern standards, but it is far from needing a total rewire.

    Sort out the earth conductor and replace the bathroom light fitting.  Hope that the problem there is just the light fitting. 

    And ask the electrician to check that those cables with green insulation tapes are dead. Are any of them lead covered?

    That report would not lead me to getting a rewire.  They have also but n/a in the box for immediate action required so your property is unlikely to be unsafe.
