Can a private parking operator only process an appeal from the driver?

For the NtK to fully comply with all the requirements of PoFA and therefore be able to hold the keeper liable, it must state the relevant land. It doesn’t. The fact that you know where it is, is irrelevant. As they have failed to comply with all the requirements of PoFA, unless you blab the drivers identity, inadvertently or otherwise, they cannot hold you liable for the charge.

So, if they cannot identify the driver, they cannot hold you liable. The PCN has been issued incorrectly.

Compiled a POPLA appeal. I have attempted add all of the suggestions made here. And I thank you all for that help!

Got the comments from one of the popla appeals. Disappointed they didn't fold straight away. Will comment back reaffirming their entrance signage is invalid, NtK doesn't state relevant land (which they didn't comment on), and as they have failed to comply with all the requirements of PoFA can't hold me as the keeper. Again anymore tips/guidance is greatly appreciated

But ZZPS are not the creditor/operator, they are a third party how can they present evidence it's "hearsay"?

I could be wrong but I thought it was a no no for a third party to get details from the DVLA for a PPC.

They are also twittering on about a Genuine Pre Estimate of Loss which was blown out of the water with the Beavis case.

The comments about your evidence being sourced from the internet is irrelevant where else can you research against people that do this every day when you don't.

If they sent photos of "lots of signs" are they current date stamped at the time of the event? If not they are not evidence. Many of these Muppets include historical photos or office copies.

Point out anything the idiots haven't addressed.
