I have a go with this, but if anyone else see it differently then please post.
A is responsible for council tax, they do share ownership with G but G is exempt as a carer.
D, E & F are also exempt for the same reason
B is exempt because of SMI
    So that just leaves C

A gets PC and C isn't their partner that means A should get full council tax reduction less any less any non-dependent deduction.
I believe working age (which C is) non-dependent deduction are decided by the council, but as C in on UC there should be little or no non-dependent deduction as I expect C isn't working.

It does seem a complex issue, and I'm certainly not sure I'm correct, but I would be looking at getting more than just the 50% present discount
