Council Tax - disregard & discount entitlement

Can someone help to clarify Council Tax Discount for Unpaid Carers who look after Adults with disabilities (and all live within same household) & with this situation is there a 50%, 75% or 100% discount on the bill?

Adult A receives Pension Credit & Higher Rate Attendance Allowance. 

Adult B receives PIP Enhanced for both Daily Living & Mobility plus is Severely Mentally Impaired.

Adult C receives PIP Enhanced for daily living and standard for Mobility. Also is LWCRA for Universal Credit.

Adult D is an unpaid carer to Adult A.
Adult E is an unpaid carer to Adult B.
Adult F is an unpaid carer to Adult B & Adult C.
Adult G is an unpaid carer to Adult A & Adult C.

From the situation above - what discount percentage if any is the Household entitlement to council tax discount/reduction?

The household is joint ownership of Adult A & Adult G. Currently there is a 50% discount provided by the council however this may seem to be applied incorrectly due to all unpaid carers not being disregarded.

Can someone give guidance to the correct discount/disregard being applied?

    50% is the maximum disregard for all of the occupants, as council tax is charged as 50% for the property and a further 25% for each occupant up to a maximum of 2, so the maximum discount for an occupied property is 50% , unless all occupants are students or each entitled to an SMI discount.

    Although the people are still eligible to pay council tax because they don’t have the SMI disregard can still look at council tax benefit from the local council. 
    All shall be well, and all shall be well, and all manner of things shall be well.

    As I understand it bAdults A and C wouldn't be disregarded, so with two people to pay council tax the property would have a full council tax bill on the basis of who lives there despite all the others being disregarded.

    However as above, they can be assessed based on income for Council Tax Support (a bit like the old Housing Benefit but for Council Tax).  This might be where the current 50% discount is coming from

    None are partners - they are siblings or adult child (over 18) looking after & caring for parents and Yes all in England.

    Adult A is 90 years old and has mild dementia amongst other health conditions - could be classed as SMI? However has 50% discount entitlement due to pension credit.

    Adult C is enhanced PIP for daily living again maybe SMI as there is communication and social anxiety ? (Need to confirm)

    If Adults A & C are confirmed SMI or just one Adult as in Adult C being SMI - and the other adults D, E, F & G are disregarded due to being unpaid carers - is the discount then adjustable to 75% or even 100% or does it remain at 50%?


  • With Adult B  are they on any other benefits than PIP?

    Sorry for all the questions.
    Who is named on the council tax bill?
    EDIT  also who is the council  as each council can set their own rules for those not exempt who are under state pension age.
