Roaming failure

I'll be in Europe for the next week, and have just tried calling back to the UK.
This failed with a voice message saying that international calls are barred.
I'm with 1pMobile, and I thought that roaming was free with their service. Has this changed recently?
Or maybe there is a phone setting I need to change? I have a Motorola G7 Power.

Did you turn on roaming calls, text and data on your 1p mobile dashboard before you left?

I was able to make calls a couple of months ago, and didn't change any settings on the phone.
I was looking at my dashboard whilst making the original post.
I noticed:

    International calls & texts  ON

    Roaming calls & texts ON

I set the first of these to OFF, and then a few minutes later set it back to on.
The webpage said it would take a couple of hours to take effect.

I've just tried to make a call, and though I didn't get an answer, I didn't get the error message.

Is the     International calls & texts  ON  setting needed?
I would have thought that      Roaming calls & texts ON  would be sufficient.

International calls and texts means calling outside the country you are in.
