Thank you for this information, I have spoken with CAB and they advised id getter a solicitor and be better off paying up as I would be likely end up with a substantially higher fee if i defended myself. Thanks for the clarification on Lowell also,  as the only thing I have had issues with is back and fourth with this PCN, nothing outstanding and nothing within the household, great credit rating, so this is concerning.  I was dubious about the random text as it was very vague and at the time I wasn't aware of what Lowell was and ignored it as spam.

    STOP!!  DO NOT PAY IT.

    CAB are completely wrong.

They are giving out rubbish advice re parking cases and in particular, scaremongering re court claims because someone there doesn't understand that you pay LESS than the claim if you lose a parking case. You risk nothing at all, so defending it is a no-brainer and we do this every day.

You don't need a solicitor! It's really easy.  Better than an appeal system. The ultimate dispute resolution. Nothing hard or scary.  No CCJ risked. No costs added.

Oh my days this is awful advice from the CAB.  They just seem to assume there will be added costs (which don't exist)!.  Their standard advice is plain wrong.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

For parking issues, the CAB is best avoided; this is the best place for such advice and there is no need to pay for solicitors.  You need to deal with the Lowell aspect separately;maybe start here: -

You've had weeks to file an Acknowledgment of Service.
If you fail to do that before 4pm tomorrow then your Defence filing becomes due at that time.

Suggest you now change tactic and now concentrate on filing a Defence before 4pm tomorrow.

Are you attempting to use the proper MCOL via the Government Gateway or have you chanced upon one of the spoof sites that try to charge?

@Le_Kirk the link on the letter took me to www.moneyclaim.gov.uk which requested gateway code and rejected password, i have attempted to call to discuss but get a automated msg saying voice mail service is full on number
0300 123 1056 taken from gov.uk also stated on the letter. This number however does come up as a hmrc scam when googled. I attempted to email via the email given on the moneyclaim.gov.uk site which auto responded stating they email was no longer in action and gave me the following address amongst other to respond.

    AOS.CNBC@justice.gov.uk for acknowledgment of service.
I'm advised the password should not contain lowercase letters and defiantly should start MC not Mf .
The payment instruction its just state to send payment to an address there is no direction on payment methods. Its all a bit sketchy.

I'm just awaiting further advice but will most likely send acknowledgment to that email address above in an attempt to cover myself.  Nightmare
