As we major on private parking tickets here, Free Traffic Legal Advice (FTLA) forum will be your best bet for council penalty charges. Register there but please note that a Hotmail address may not work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:

Read the sticky 'Read this first before posting your case' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.
But why? The only reason he or she has proferred as to why they think they shouldnt pay this is "they didnt know", thats not going to get them off it and the guys there will say exactly the same thing.
Because they might spot something we haven't.  It is always worth asking the experts first before just saying "you're bang to rights".

After all, we are the private parking expert forum and deal with and win cases every day where the uninitiated might take one look at a PPC sign and wonder why on earth we are telling the victim they'll almost certainly win.  Sometimes there's an "out".  It has to be worth asking on FTLA.
No potential reason for an "out" has been mooted by the OP, he hasnt said its the wrong car, the wrong reg, the wrong model, the wrong picture, he essentially confirms he was driving etc.

Other than the car erroneously being on the list to charge (as already mentioned), or a medical appointment, I suspect he is actually "bang to rights". Its been issued in a timely fashion so he couldnt use that as an out either, if such an out exists.
Maybe - but we aren't the experts.

It is simply wrong IMHO, for us on MSE to guess the answer and assume someone is bang to rights when a forum of experts exists (who might well confirm you are right).  I'm not disagreeing with your rationale.  I am saying let's have it confirmed.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

OP... You have two choices. First choice... listen to the experts on here who are advising you to go to the FTLA forum at https://ftla.uk where the experts on fines for statutory offences will let you know what chances you have of overturning the PN or... Second choice, listen to the armchair "experts" [sic] who are suggesting you throw in the towel without checking with the real experts in statutory offences.

Those are your choices. The fact that this thread has expanded to two pages has flabbered my gast.  :s
