Not from London and had no idea about ULEZ or how to pay it. Is there anyway to get out of paying it? £90

ULEZ was expanded last August and was all over the news for days so I am surprised you missed that.
If you were there for a medical appointment you may be able to appeal otherwise little chance.

I can't imaging claiming you weren't paying due care and attention by ignoring all the signs would be a good defence tbh.
Pay up and take it as an expensive life lesson to research where you need to drive to in future.0 -
Unless there is a genuine error such as it was a mis read registration or the vehicle should be exempt then not really.
Surprised anyone isn't aware of ULEZ and even then if you are going near any major city that is unfamiliar, you should be checking if there are any clear air zones you need to avoid or pay for. London, Birmingham, Bristol, Bradford etc all have them https://www.gov.uk/guidance/driving-in-a-clean-air-zone.
Why do you feel you should be able to get out of it?0 -
Your one hope is that your van is actually compliant but has been marked as non compliant by TFL. You can check its status on the following link.

As we major on private parking tickets here, Free Traffic Legal Advice (FTLA) forum will be your best bet for council penalty charges. Register there but please note that a Hotmail address may not work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this first before posting your case' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

After all, we are the private parking expert forum and deal with and win cases every day where the uninitiated might take one look at a PPC sign and wonder why on earth we are telling the victim they'll almost certainly win. Sometimes there's an "out". It has to be worth asking on FTLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Other than the car erroneously being on the list to charge (as already mentioned), or a medical appointment, I suspect he is actually "bang to rights". Its been issued in a timely fashion so he couldnt use that as an out either, if such an out exists.0 -
