As above, the main efforts have been better focused on a regulatory system
Police and TS have little or no interest in it
On a side note, the current alternative focus on possible tax evasion topics are more likely to succeed, as I personally know that IR have been recruiting staff for big investigations for a few years now, with high profile, high return cases happening, not just the investment portfolio investigations into UK films or TV programmes etc , comedians and groups and footballers, so the current complaints to the IR regarding debt collectors and legal firms tax replies may bear fruit. !
Al Capone avoided all the typical police and FBI investigations, but was brought down due to tax evasion etc
So the IR is a much better option because they already go after big money frauds of all kinds, with dedicated new teams doing so , plus more teams being recruited right now for future investigations into large scale tax evasion
As for lobbying MPs, we have been doing that for a decade, there are currently no sitting MPs, but after July we should expect the final plan to come into force, presumably in all 3 mainland nations, so regulation at last
Then see what happens after that, to target any teething troubles, plus keep reporting companies to the IR for possible tax evasion or tax avoidance
Lastly, complaining to PALS , Hospital Trusts and landowners has been going on for at least 12 years to my knowledge, so keep doing so , plan A, nothing beats plan A2 -
In summary (knowing about the all-party support in the HoC when the Bill went through in 2019) we've pushed against open doors not closed ones.
I will continue to push against the new open door after the GE, even if the new Ministers responsible for the statutory Code have been 'got at' first by the APAs. I have undone that naive mindset before and can undo it all over again if needed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

All I'm suggesting is, until the new code comes into play, perhaps these (being Police, TS and MPs) are additional tools in the arsenal which we have not used enough so far, and a change of perception within our community about their function may be all it takes to bring about a greater takeup of these options.
Trading Standards role is to address unfair trading. False representation of a service is unfair trading. I found Nexus and the BPA are not doing what it says on their tin. Both provide false representation of their service on their website and in written correspondence to me. So I referred both to Trading Standards via Citizens Advice Consumer Services.
Trading Standards may not feel the need or want to investigate the private parking industry’s unfair trading but if a continual high number of referrals from motorists were received they would need to action or have good reason for not intervening.
It's the same motorist action about VAT on debt recovery fees. The more people who raise the same concern the more likely it is to be investigated.2
