United Utilities created an account for an address I don't live at

Hello, I'm just wondering if anyone has had a similar experience to myself or can advise me please?! In brief; myself and husband vacated a property In October 2023. UU bill was solely in his name (always has been) and was fully paid and settled and our forwarding address was also provided. I obtained my credit report and noted that UU had an active account in my name only and this had been since December 2023 and this had gone into arrears. Upon contacting them today, an advisor has suggested that this account would have been most likely created from information from another  'line of credit' originally linked to the address. I'm just wondering if anyone else had come up against this issue and the legality of it. I should add, they are rectifying this, but the practice just seems appalling?!

If rented the info may have come from the landlord.
