Cash ISA - existing customer opening a new ISA account

I have tried to open a Barclays cash ISA at 8pm last night and received a message to say this can only be done between a certain time. Question, is this common practise ? As I have not received any notifications about this.

Maybe some part of their back end IT systems were down for scheduled maintenance?0
