Cash ISA - existing customer opening a new ISA account

I have tried to open a Barclays cash ISA at 8pm last night and received a message to say this can only be done between a certain time. Question, is this common practise ? As I have not received any notifications about this.

    Maybe some part of their back end IT systems were down for scheduled maintenance?

    They never same to run a 24hr online service

    Barclays are the only bank I've ever come across who don't allow certain online accounts to be opened in the late evenings so, in my experience at least, it's not common practice.
