Third party claim on guilty party's insurance

The guilty party was in the left lane, marked to go straight ahead ONLY to join the M25.
I was in the right lane, marked to go ahead to join the M25 or to turn right to go to the next exit. If you want to turn right, that's where you should be even if you have to wait a little longer.

Op. What is your desired outcome?
If the other driver is denying liability - it’s unlikely one day he’s going to just admit it was his fault
to take things further ie court your going to have to get the repairs completed then sue for the repair cost

My opinion is the fault was the other driver's.My other opinion is that it should have been passed straight to the insurance company to deal with.0
