As asked what is the (exact) model of the laptop?I'm looking at that 32GB message and wondering if this may be a 'school-spec' laptop? 32GB is not really enough for a Windows OS partition anymore.Some laptops meant for school use had soldered in drives that size (or 64Gb) because all the school work except homework was stored on the schools server and a small internal drive meant the kids couldn't install games etc. on the laptop. But then Microsoft upped the Windows 10 OS requirements so those old school-spec laptops with only 32/64 gig fixed storage show all kinds of such issues when you try to use Windows on them now.0

remove memory card from any slots in laptop, probably a card from a camera0

It could be the wrong boot mode selected.
press Tab that should enter setup under Security disable secure boot, then go to Start Up change UEFI/Legacy to "Both" save it by pressing f10
