APCOA Penalty notice – forgot to pay – Luton Airport Parkway

Hello all
The registered keeper received a penalty notice of £60, rising to £100 after 28 days, from APCOA after forgetting to pay for parking for a day rate at Luton Airport Parkway. The registered keeper is semi regular user of this car park and always pays, but in this instance forgot. Do they have any ground to stand on to fight this penalty notice?

Follow the same advice as seen in other Luton airport APCOA threads on here over the last 4 years, appealing as keeper
Under no circumstances should the driver be revealed, the driver sits on their own hands and does nothing at all
The keeper appeals before 28 days, so around day 25, dragging it out as long as possible, until the 6 months deadline has passed2 -
Just for clarity... one needs to remember that Luton Airport Parkway is the name of a railway station.2

Any train station ones, based on no keeper liability because schedule 4 of POFA doesn't apply1

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.
If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.
