I reported numerous listing of fake stamps to eBay at a time and they did nothing with those either.
I was reporting the fake stamps as well, there was no consistency in what ebay took down and what they left. identical wording about 'for collectors only' (IE fakes and therefore illegal) and some were taken down instantly and some were left. They don't even seem to have a consistent policy at all.

Is it maybe like this site then? Here if a couple of people report a post as spam it stays in place until its reviewed but once X people (think its 5 but it could be a more complex logic) have reported it as spam its automatically removed until its reviewed where it may be reinstated.

eBay are unlikely to remove listings unless someone is silly enough to say in the listing something is fake, copy, etc.

You are best off reporting to Royal Mail but they don't make that easy

why they think people will have the inclination to fill out such a long form to do them a favour I don't know but at a very quick glance it seems "details of what you are reporting" is the only mandatory field.
