How much would that cost?  And presumably you are advocating that cost be passed on to all future passports

I get regular reminders across numerous appointments etc. by text - the cost would be minimal, if at all.

If there was a mobile number on the previous passport application a reminder text will be sent to that number.  The only drawback with that is if you have changed your number since your previous passport was issued (and if it was scanned on to the system correctly 😑)

HMPO sent SMS text messages twice to remind me of the impending need to renew my passport, around three years ago, received while roaming.
