You're not "taking over the account". You missed the point entirely.
If you ring up and say "I want to take over an account", they will need the account reference numbers etc.
If you ring up and say "I want to set up a new account", they won't, because there isn't one.

Moving Home - British Gas
I'd expect the previous occupier / developer to have independently notified BG that they're no longer responsible for the property, which should generate a letter from them addressed to 'the occupier' ...0 -
OP - are they asking for an account number or the Meter numbers?
I would imagine that they would need the latter to set you up a new account0
