My neighbor, doing something on my property without consent

Hello, I don't know if I can report my neighbor for the following:
He asked permission to remove some of his plants from my side of the fence. I consented this.
The following day I noticed he placed some useless metal plates to the side of my fence (without my permission).
What can I do, I don't want to confront him directly but I would like to know if I can do anything legally or through the council to go back at him.

I agree that a simple "oh you left these at mine!" might be sufficient. What sort of metal plates? What size and weight? Might he have placed them there to protect the ground when digging out plants and forgotten to remove them, or plan to do so later?

what is your actual concern? Why are you apparently wanting to go to war with him over some "metal plates" (whatever they are)?0

Are they to block the bottom of the fence to stop plants going through?
If so they should be on his side.
What plants were coming through?
Don't think you need to confront him. Just ask and if it's not to your satisfaction then smile and say it doesn't suit and you'll return them.
The wording of your question sounds like he was too afraid to ask in case of a confrontation - but even then he shouldn't have done it without asking.
I don't think the council would be interested but you can return his property to him. But ask why before or as you do even if it's a written note along with them.I can rise and shine - just not at the same time!

What are the useless metal plates like? Can you share a photo?
My assumption would be that the neighbour has come into the garden to cut back plants which had grown through from their garden. Trying to do the neighbourly thing and seemingly 'getting all their thanks in one hand' as my mother would say.
