PCN (Good Value Parking) sent to Lease Company

Hi...have received letters (03/04 and 19/04) from our lease company Skoda containing a photocopy of a PCN Notice to Registered Keeper sent to them by Good Value Parking. The "contravention" is listed as over stay on 30/03. Skoda have also sent a copy of a third party authorisation letter dated 03/04 that they sent to Good Value listing the details of the hirer of the vehicle. For some reason Good Value went back to them on 19/04 instead of using those details and contacting us instead.
We have been in touch with Skoda to direct them to not pay any charges and have been waiting for a Notice to Keeper to land with us - however it's a month on and we still haven't received anything. When I have checked the payment portal it tells me they have referred it to debt recovery - so I'm expecting something from them instead of a Notice to Keeper.
If that is what happens, do I just inform them that any charges would be in dispute and tell them to refer it back to the parking company?

You are waiting for a Parking charge notice posted to the hirer by Good Value Parking
The lease or hire company should stand their ground, naming the hirer and complying with POFA
The lease or hire company could complain to the BPA AOS compliance team if GVP are not playing ball, but that may not resolve it
You tell the lease or hire company to not pay the PCN and to always name the hirer, following POFA, that way they transfer the legal liability away from themselves
If an NTH PCN arrives from GVP with your details on it, then you appeal as hirer, until then you have no liability1 -
OK, good to know thanks. Will wait to see what turns up - surprised nothing has yet. Although the fact they sent the charge to the lease company a second despite having our details makes me suspect they were hoping Skoda would pay it...

what are the exact terms of the lease , word for word?From the Plain Language Commission:

DO NOT sit & wait. Email a complaint to the PPC about not sending you a NTH, thus denying your chance to appeal. Tell them you will report them to the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Edit: it appears I haven't emailed a complaint as it has bounced back with the email address from the PCN not being recognised. I guess it'll be snail mail then...0 -
The BPA won't look into it until you have the reply to the complaint from the parking company, so follow the procedures3
