You can always arrange temporary insurance to drive it, or get an AA/RAC inspection. Don't pay for it before a test drive.
It does sound like a dealer too, a giveaway is searching for the phone number or getting someone else to phone and ask about "the car for sale". If they reply "Which one?" then they'll be a dealer.
Dealers in disguise is a big problem at that end of the market unfortunately, but it doesn't mean the cars are necessarily bad.

everythong seemed fine other then when I said can you drive it to me he said he jabs no insurance on it at momment, his friend has recovery truck so would send it through that
he’s only had it a month selling it, said he had new car

All we are doing is trying to help you.
This end of the market is a minefield which isn't helped by Arthur Daley's (probably worth watching ITV4 for that reference) posing as private sellers.
Working out if it's a good car is helped if you feel the seller is being up front, as Jimjames writes in an earlier post, you buy as much on the person as the car.
If they appear fairly honest about the car it's easier to make a decision, if you think something is up it should ring some alarm bells.
With a bit of easy research I can tell DV65NWT is insured.
It's also taxed until November and MOT'd until May 2025, so he could as least drive you out in it or drive it too you.
So another bit of "misinformation" told by the seller.
So he's dealing but he's not a dealer so you will have no comeback with this car. (not that you get much from a real dealer)
He's told you a few porkies.
He obviously doesn't want you to visit him to view the car.
He won't even drive it to you or by the sounds of it let you test drive it.
These are some big bells ringing to my ears.
Whatever you decide, before parting with any money try and find someone with a bit of knowledge give the car the eye for you.
Research that particular model online, all cars have faults so knowing what they are helps.
Then research how to view a used car, what to look for etc, plenty of guides on Youtube etc.
Then just before you open your wallet to buy it, check out it's history with a simple history search like this one Total Car Check - The lowest cost car check in the UK - £1.99
(there are others)
It only costs a couple of quid but it should show if it has finance on it and if it's been declared a total loss (written off).

OP - if you have the option of going without a car for 6 months and saving up, then you have the option of going without a car? Would save you a fortune, given the debt you set out. Getting car finance seems a little bit ill advised. I would suggest speaking to friends and family if you have any local, or work colleagues if you have any, and see if they know anyone selling a car. You might find a bargain and people are generally less likely to try and rip you off if it's through friends and family (not guaranteed obviously).
Never buy cars that are parked up for sale on the side of the road or the ones like this that have only been owned for a month or so. It's illegal to sell cars at the side of the road like that, and if they've only owned it a month, could well be bought at auction, or had some dodgy repairs, tarted up and painted the tyres, got a mate who does dodgy MOT's, and sold on as a solid motor when in reality they are a death trap, or even got a genuine MOT but they've only done the work for the MOT and nothing else. A genuine seller would be happy for you to visit where the car is registered, will be able to answer questions about the car, and generally give you a fair impression of it's current condition, even at the lower end of the market.
Did you use a particular garage when you did have your car? If so, an indy garage might help you source a car or let you know if they get one come up or even give a car the once over if you slip them a score or two (or maybe 5).0 -

That means it's changed hands in December and someone has traded it into a dealer less than 6 months later.That in itself isn't a massive concern, but given it's also insured and the seller won't let you see it or test drive it, definitely makes for alarm bells.That'd be enough to put me off.0 -
Just to confirm he will let me see it and drive it he will deliver here, as I don’t want to drive too far in courtesy car and only drive locks once test drive and happy then I can send him rest of money after 100 deposit0
