Lebara international calls
Do beware of this-I tried to call the Swedish government passport office (Polisen) today but the call wouldn't go through. I called Lebara who said I can only call personal numbers not business numbers, but the only way to make the call would be to get a PAYG simcard!
I put some credit on Skype where it was 3.7p a minute. But why couldn't Lebara have let me do that? Quite an inconvenience!

I think there’s a slight case of misunderstanding here, it won’t be business numbers not included, but more likely non-geographic numbers (like 0845 in the UK). The Polisen numbers in Sweden are 077 which is indeed a non-geographic code.
I tried a random business number in Stockholm (on a normal 08 code) and it rang fine.
Try it

And the police number is a short code rather than actual number.0
