Draft Response to LBC - P4Parking in Scotland

I received a ticket from P4Parking after visiting a friend who owns a property in Edinburgh back in November. The residential car park for the apartments is stalked by P4Parking under their permit scheme, and I received a ticket. I made the mistake of ignoring the letters and have now received a Letter Before Claim (LBC) from P4Parking telling me to make the £170 payment to Credit Investigation Services. I've drafted a letter about the claim using some of the other great examples on the forum, and I was wondering if all you lovely people could help me with:
a) checking the wording of my email to P4Parking/CIS before I send it.
b) Helping me to work out how to contact them, as I only have the sales or complaints email for P4Parking, and the generic email for CIS. What is the correct way to go about contacting these organisations? Should I just mail bomb every email and address I can find?

Claimant: P4Parking Ltd

As the registered keeper of the vehicle involved in the alleged parking charge, I am writing to you regarding your letter before claim.

The alleged debt is disputed, and any court proceedings will be vigorously defended. If you persist in processing my data, and in the event of filing a court claim, take note that I will file a Part 20 counterclaim for not less than £500. This will be claimed as damages for distress arising as a result of clear breaches of the DPA 2018 and/or the Protection From Harassment Act 1997. I am sourcing and seeking independent debt advice and as such, I formally request that this matter be put on hold for an additional 30 days, in accordance with the Pre-Action Protocol for Debt Claims 2017 ('the PAP').

I note that the amount being claimed has increased, by a degree described by the Government as "extorting money from motorists". There is no possible justification for a charge of this amount, particularly considering there was an absolute entitlement for the vehicle in question to park derived from the express permission of property owners at the site, which cannot be fettered by any alleged parking terms. They have a far greater right to dictate how their parking is used than a predatory private parking company operating for the sake of selfish profit. I therefore have three questions, and under the PAP I am entitled to specific answers:


1. Am I to understand that the additional £70 represents what you describe as an 'Admin Fee’, and if so, is this net or inclusive of VAT? If the latter, would you kindly explain why I am being asked to pay the operator’s VAT?
2. With regard to the principal alleged PCN sum: Is this damages, or will it be pleaded as consideration for parking? Can you please justify this value in itemised detail?
3. Do you recognise that a fine is only a punishment for the poor, and is thus a form of discrimination based on class and financial means?

I consider this matter to be closed, and do not expect to experience further harassment from you or any external parties from this point onward.

    Nothing wrong with ignoring either of them seeing as there is no keeper liability in Scotland, not yet anyway 

    Your justice system is different up there too

    My advice is file it away and disregard it, because I doubt that the English LBC wording applies for Scotland

    or 

    Are you in England. ?  Is the vehicle registered in England or Wales. ?

    Thanks for the reply. I had heard that I could technically ignore it being in Scotland, but I'll admit to getting a little antsy with all these letters. I should note that a separate letter has already gone out to the local MSP, but I just wanted to have something ready to go to the parking company if I needed to.

    If you are in Scotland and the vehicle is registered in Scotland, then do nothing unless you receive paperwork in line with the Scottish justice system, I would expect that it requires a Scottish solicitor letter, or something from the Sheriff, or both

    P4P are just nuisance value in Scotland. No matter what you write to them, it will have zero effect. Just ignore, but use your energy by complaining to your MSP and MP, as well as the landowner.

    So many Parking company Cowboys in Scotland

    The fact is simple, right now there is NO liability for the keeeper in Scotland. Sadly your government will change that in the future but it will not have any change for you

    THE EXTRA £70 IS A SCAM

    It;s not going to happen in Scotland. If you want to play the game with these bods, especially the VAT part, OK, have your fun and report them to HMRC

    Throughout the private parking industry there must be £millions owed to the government
