Land Registry search help please

Why would it say
No information held for:
*Property Address*
This information can change if we receive an application.

This service cannot tell you if HM Land Registry are dealing with an application.
Does it mean the property is not registered?
The property in question has never been sold since it was built. Owners bought the plot & had the property built. Spouse died & I suspect it was owned as joint tenants that passed to the survivor, as the Will is not available on probate search. It's extremely unlikely there would be a mortgage on the property.
Does the application they mention above mean an application to register?
Does it mean the property is not registered?

Have you tried a map search to check it isn't simply registered under a different address? (quite likely if it's never changed hands under the postal address allocated since the house was built, could still be "plot of land at..." etc)0 -
I have a holiday plot of land ,I got planning for a Chalet ,could and how would I change it to residential, I have never rented it out and pay full council tax ,we are here most of the year and want to make it our permanent home ,we have been here over 10 yrs0
