Just and update on this- I haven’t received any correspondence since June last year. Is this normal? Is it almost guaranteed that they will start court proceedings since they’ve sent a LBC.0

Not guaranteed from Gladstones, no.
Often nothing happens with them, but:
Maybe the case will be passed to BW Legal but we don't even know which PPC this is or whether that PPC held an old address for you at the start, from the DVLA (an old address not erased from their database is a dodgy situation).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

PPC is NPM, I’ve heard that the parking where the ticket was issued has now moved to a different company but haven’t verified this. Luckily, I’ve only ever had one address on the system so would be complete fraud if they send it to a different address.2
