Land Registry Transfer TR1, AP1, etc

My partner and her brother had their mothers property transferred into their name over a decade ago as part of probate.
They are wanting to transfer the property to her son, which will require a TR1, an AP1 and ID3.
It seems to be confusing who is required to complete an ID3. Whether one person just needs to provide it or what.
Since they are doing this to carry out their mother's wishes (her will stated that the house should eventually go to the grandson), no money etc is exchanging hands, would prefer not to have to pay a solicitor several hundred pounds to fill out and send a form.

A complication is not everyone has a valid current passport (one has an expired one).0 -
All 3 will need to have their identity verified as they are all involved in the transfer. Practice Guide 67 explains identity requirements re ID1/ID3.“Official Company Representative
