Can you invest own 2 ISA's while transfer is being completed?

Good morning.
I am with AJ Bell and have already used up over half of my ISA allowance for this year but wish to transfer my holding to Hargreaves Lansdown in order to invest in a company that is not available on AJ Bell.
I was wondering once I start the ISA transfer could I invest in this new company with Hargreaves Lansdown by setting up an ISA with them as the transfer would have begun or would it still be classed as owning 2 ISAs within the same tax year?

    You are allowed to own multiple ISAs.

    Secondly, in order to transfer and maintain funds within the ISA wrapper, you'd need to make the transfer instruction from the HL ISA so would have to open that one anyway
