Card for under 18s?

I have a Barclays Reward card which is great for spending when abroad. Unfortunately it won't let me add my under 18 son to it as an additional card holder. He is going to France for a week so what card can I get him with no fees?

I opened another card on my name, so my son can use it. But maybe that is not the bet option. I will try to reach out to transunion smartmove customer service here and check with them what else i can do in this case.0
