Water charge on staff accommodation community charge

We are a hotel that has various rooms put aside for staff use. We pay community charge on each of these rooms including a water element. However we also pay a water bill for the whole property which includes water used by these rooms. We obviously pay business rates on the rest of the building. Can we ask for a refund of the water element on the community charges?

when you say "community charge" to you mean "Council Tax" or "Business Rates"?

Either way, I didn't think either included any water charge as the water companies are separate organisations from the local authorities - well they are in England and Wales.

Council Tax in Scotland includes a water charge, but there are no water charges included with the business rates, check  with the water company what they are charging you for and how it is metered. Scottish water will not agree not to charge for the Council Tax assessed rooms
