    That's why the MPs and Lords voted through the Private Parking Bill which gained royal assent over 5 years ago 

    The DLUHC have been trying to implement it ever since, perhaps later this year, but at the moment its an unregulated cowboy industry 

    I suggest that you use a bank like Chase or Halifax etc where you get an instant notification of a payment being made, then you would instantly know when its not gone through. When I pay for petrol using chase, my phone beeps with the transaction completion before I leave the petrol station

    If I use PayPal to pay for something, I get instant notifications from both PayPal and from Chase too

    In future, dont assume that parking is paid for until you get a verification that shows it went through, because the recipient isn't paid until they confirm its paid, any third party can go wrong, even PayPal 

    You say there was no indicator that it hadn't gone through, but there was a lack of an indicator to show that it HAD gone through, so a lack of proof of full payment

    I assume it's here, entrance signage is poor but no doubt you can't get any other photos of the internal signage.
    Plan A is, as the Newbies thread states, a complaint to the land owner.
    Your POPLA appeal stating what happened on the day won't work I'm afraid, they are only interested in the process the PPC followed, signage, law, the POFA etc.
    The PPC will state you should have paid, it's your responsibility to check or leave.
    As for the money pit you are in, the landowner gets the parking fee, the third party parking app gets a small fee, the PPC (who want you to fail) only get what they can from issuing PCN's

    Whoops sorry missed that why bother coming here and paying up so quickly and wasting every ones time, it never was a "fine" why think it is, no where on any sign or paperwork does it say that!
