Got a reply from Tesco. No luck.
After that huge email this is what i got back, they genuinely do not care.

I’m sorry you received a parking charge that you feel wasn’t deserved.
To appeal against it you must, initially, contact the company that issued the fine. Their details will be on the letter that you received. They will be more than happy to look into this for you. In my experience, they are always very willing to look at each case on it's own merits.
Should your appeal be to no avail, please come back to me and I will try to look into this further for you.

Why do people think that complaining to a lowly customer service lackey that anything will be done? Aim as high up the management food chain as you can go. Go on social media and websites such as TrustPilot etc and highlight the stupidity of these companies who shoot themselves in the foot by contracting ex-clamper thugs to infest their car parks. Warn as many people as you can that they risk getting an invoice for up tp £100 just for being a patron of their store.1 -

She probably just skimmed it over. Dont know why i bothered when i couldve just summarised in a sentence:

If the "appeal" gets nowhere then come back to them (tesco)Remind/tell them that this is an unregulated company and can not issue fines+-0 and that as principal they (Tesco) are jointly and severally liable for the actions of their agents

These are/can be completely different things, and people
- Registered keeper - this is who the DVLA have on record as being the keeper of the vehicle
- Keeper - this is the person/entity who actually looks after the vehicle - ie stores it on their land etc
- Owner - this is the person/entity that owns the vehicle, it can be someone/something else to the above
- Driver - the person who drove it at the time
- There is also hirer as well depending upon if its a hire vehicle, as well as a few other catergories

Unfortunately, that ChatGPT generated letter to the CEO was way too "fluffy". A further complaint the CEO about Ms Dowdles ignorance on the difference between a "fine" and a "speculative invoice" from an unregulated private parking company is likely to leave you, your family and friends becoming customers of their competition.
Ms Dowdles blatantly obvious lack of knowledge about who is the organ grinder and who is the monkey in the contractual relationship between Tesco and Horizon Parking is there for all to see. The advice that "They will be more than happy to look into this for you. In my experience, they are always very willing to look at each case on its own merits." shows that she is either being mendacious about her "experience" in dealing Horizon or any other unregulated private parking company, commonly referred to as cowboys and scammers (Hansard) or else is basing that comment on assumption and a view of life seen through rose tinted glasses..2 -

They are not fit for purpose and makes the TESCO CEO look incompetent
A few years ago i had a run in with Tesco and Horizon. I wrote the CEO warning him he had money scammers operating in his car parks and the reason why
Why are Tesco operating a scam ?
Within 2 days the ticket was cancelled and I have never speny money with Tesco since, nor have my family and friends

None of this was needed and the complaint told Tesco who was driving, so it was a bad idea. That was not what to write.
Just appeal as keeper (NOT adding any words that tell the world who was driving).
@nopcns wording will work and it couldn't be easier to win. It'll be cancelled next week.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
