The Ombudsman has previously ruled that restricted tariff offerings are allowed, so I'd be surprised if they suddenly turned around now and changed that view based on your complaint.

Clue is in the name really, unless you’re coming to the end of a fix imminently, it’s not being offered to you. 

They regularly offer me Renew Tariffs none of which is a good as this one !

Renew tariffs tend to be unique to the specific one that is ending and for those customers that were on it not necessarily for all of them, if that makes sense.
