That has never happened on my phone. Google play is a tap of a button and payment gets taken.

Never been asked for a password. Perhaps it's something you set up setup if as a user you don't know it's a feature then ....

It's not something you setup, it's automatic but I've seen you can opt out (either the first time you use a payment method or later in settings) so that would explain it.
