In your situation (having double checked the address on your mum's V5C and having knocked on that neighbour's door to ask for any post wrongly delivered that they might be holding)  ask her constituency MP to step in.

    Point the MP to this:

    https://committees.parliament.uk/committee/17/levelling-up-housing-and-communities-committee/news/194517/car-parking-charges-and-use-of-parking-apps-levelling-up-committee-writes-to-government-ministers/

and this up to date summary as well:
    https://commonslibrary.parliament.uk/research-briefings/cbp-8736/

Ask for the MP's immediate support against a parking firm which has breached the Equality Act 2010 and yet the elderly victim of this faceless ANPR 'scam' can't appeal as the PCN never arrived.

Ask the MP to complain to:

    - Britannia

    - the BPA

    - DCB Ltd

Attaching a copy of her Blue Badge and explaining that she is 90 and disabled. She had parked up got out the car taking time due to disability and getting her walker over to the machine - unfortunately she didn't have the right money and the other means of paying is by an app. Mum as no internet on her phone. so after a while returned back to car got in and drove out car park.

Get the MP to lean in the above 3 to cancel the PCN due to disability and age discrimination which marginalises and indeed excludes and unfairly penalises disabled and/or older people.

The MP will be interested. They do these sorts of cases a lot.

Nope. But include them in your list of complaint recipients (now 4) for the local MP to complain for your mum.

This is DEFINITELY a case for an MP because Britannia will probably cancel for them.

As above, complain to all of the above, the aim is to get it cancelled ASAP, but it also shows all the difficulties faced by your mum who tried to do the right thing, but prevented by consistenly faulty machines, no cash or cash not accepted, the reliance on apps, the reliance on pensioners having to study the small print on signs, the lack of sending out letters that are not signed for by the actual intended recipient, letters going astray etc

    LOL! Did he say that?

It is brilliantly lucky that your lovely mum's MP is Sir Greg Knight, who was behind the new Act and Code that I am heavily involved in pushing the Government to be implemented.

If this PCN is'nt cancelled, Sir Greg will use it in the House.  I'm sure.

I give it a day and they'll have cancelled.

Like you so many people don't receive 1st/2nd pcn but the £170 payment due letter often manages to drop through letter boxes. PPCs always claim discounted/full rate pcn/court claim letters were sent though offer no evidence to prove this. A letter's issue date is not it's sending date nor does it prove the letter was sent.

Since PPCs CHOOSE NOT to provide evidence of their posting date and delivery we must continue to press gov to ensure they do. Please sign/share @jmccabe petition. Closes 22nd june 2024.

Require communications from Private Parking companies to be traceable/trackable
    Thank you and good luck.
