the annual gas safe check is not a should, it is a legal must
Gas safe check has been mentioned a couple of times in this thread.
Is that definitely required, even though the OP is only considering a lodger?  This is not a tenancy.

Yes, it is a legal requirement.

Do I have to provide it to my lodger even if he doesn't ask for it?
On the agreement I wrote "available on request".

sounds like you need to read the links in full as it appears you are unfamiliar with the rules

Can I provide an electronic copy of the record to my tenants?

Yes, if your tenant is happy to receive their copy electronically and can access it in this way. But you must give them a paper copy if they ask for it. A landlord or gas engineer, with the landlord's agreement, may send the electronic record directly to the tenant.

Your quote reads "if they ask for it" while another entry in their faq seems to imply that I have to give them a copy regardless of their asking or not.
I have no problem with that. I just wish that these guides were much clearer, because it seems that I'm at fault for not having been proactive in giving them a copy.

ok, we are talking at cross purposes
yes, you must give a copy of the GSC certificate to the tenant/lodger - you have to do so within 28 days

the certificate may have been provided in electronic format to you or on paper.

The tenant/lodger may be happy to receive it electronically, however, if they are not happy with that, they have the right to ask for a paper version, which you must then give them.
