Mother has been a council Tennant years ago and then it transferred to a housing association In total she has been living in the flat for 30 years so has the preserved right to buy. She is in her 60s my younger brother was checking online that if the flat was to be purchased there could be 70% discount off the market value.
Younger brother lives with her but is not on the tenancy agreement. Could he purchase the flat? if not can he purchase the flat with mother there will be no need for a mortgage it will be purchased outright?

He can’t buy it because the right to buy is with your mother.
It would need to be bought in her name, not in joint names with anyone else who is not a tenant.Presuming that the point of purchasing the house is to benefit your brother not your mother as the impetus for the purchase appears to be coming from him, she needs to consider the long-term implications such as not been able to swap for a more accessible social housing property in the future if she needs to do so.She also needs to consider that if there was a way to buy it in your brother’s name, she is giving up all her security so that he can buy a property cheaply.All shall be well, and all shall be well, and all manner of things shall be well.

It’s your mother’s right to buy so the discount is hers.
