Ignore that, it's clearly not an abandoned vehicle as he is working on them. Councils will only deal with truly abandoned vehicles, typically if there is no registered keeper.
What sort of house is it? Private rented, social housing, owned? If rented, the owner would normally need to give permission for a business to be operated from the premises. A council would be very unlikely to give permission for a car repair business (If it is actually a business). It's also an offence to sell vehicles from the road side as a business, so that's another angle. The council should investigate even if they claim it's a private sale if there's evidence they may be operating as a business. I have an inkling it might be a nuisance issue dealt with by Environmental health, but worth checking.0 -
