Are the cars in your way?
There is a lack of parking and a few neighbours have complained to him. When his mates turns up it's like something from fast and furious.

There is a garage local to me that has numerous cars parked up, but there are no neighbours to complain. The odd car being fixed and the council and police will not have the time, but they may be if it's numerous cars that should be SORN and insured.

But if they are on the road, even up on blocks, they have to have MOTs. SORN is for those that are "off road".

I have reported cars with no MOT in the past and the police are not interested, unless they are being driven.
DVLA are also very slow and unlikely to take action, in my experience.

Ignore that, it's clearly not an abandoned vehicle as he is working on them. Councils will only deal with truly abandoned vehicles, typically if there is no registered keeper.

What sort of house is it? Private rented, social housing, owned? If rented, the owner would normally need to give permission for a business to be operated from the premises. A council would be very unlikely to give permission for a car repair business (If it is actually a business). It's also an offence to sell vehicles from the road side as a business, so that's another angle. The council should investigate even if they claim it's a private sale if there's evidence they may be operating as a business. I have an inkling it might be a nuisance issue dealt with by Environmental health, but worth checking.
