I thought that cars had to either be MOTd or SORNd.  And if they are on the road they must be MOTd even if they are not in a driveable state.  So it would need to be the police to fine and possibly confiscate the cars.

But you say the police won't do anything so maybe the most neighbourly thing to do at this point is just let the "boy" know that he needs to get them MOTd or move them off the road and get them SORNd until they're ready to be MOTd.

I'd be reporting them no for no mot.

    https://www.gov.uk/report-no-mot

    And for no tax

    https://www.gov.uk/report-untaxed-vehicle

Your local council will have a way of contacting them about running a business from a street side, so check out their website.

You can check if a car has insurance.

    https://www.mib.org.uk/managing-insurance-data/the-motor-insurance-database-mid/

If it doesnt, report it to your local police.

Every car thats on the road with no tax, mot or insurance i'd be reporting it.

And keep badgering your local council until they do something.

There is a lack of parking and a few neighbours have complained to him. When his mates turns up it's like something from fast and furious.
Yeah sounds like the sort of knuckle dragger i'd expect to be doing that.

Genuinely - report him for everything, everywhere you can.  And keep doing it.  He'll eventually get the message / realise its more hassle than its worth.

Oh, and almost certainly not paying tax, almost certainly doesnt have public liability insurance, and almost certainly operating on a "private sale mate" basis for any cars he sells, so might be worth looking at what he can be reported for down those avenues as well.

When you click on the link it says contact your local police to report a car, van, motorcycle or other vehicle that does  not have an mot. You can only report a vehicle with no MOT to the police if it’s being used on a road.

Two of the cars has tax but only one has insurance.

If it’s parked on a road, it’s being ‘used ‘.

    And it needs insurance.

We have local meetings in our area between Police, residents and the council. I complained at one of those. Took a couple of attempts because the first counsellor just said they’d report it to the relevant department and then nothing happened, but the  unroadworthy car vanished the day after my second complaint.

There is also the option of reporting to HMRC in case he’s doing cash in hand jobs.

    Motor traders - exceptions

If a vehicle is between registered keepers or registered as ‘in trade’ with the Driver and Vehicle Licensing Agency (DVLA), it is excluded from continuous insurance enforcement.

Vehicles you keep for your own use are not excluded.
