I thought that cars had to either be MOTd or SORNd. And if they are on the road they must be MOTd even if they are not in a driveable state. So it would need to be the police to fine and possibly confiscate the cars.

Your local council will have a way of contacting them about running a business from a street side, so check out their website.
You can check if a car has insurance.

If it doesnt, report it to your local police.
Every car thats on the road with no tax, mot or insurance i'd be reporting it.

Genuinely - report him for everything, everywhere you can. And keep doing it. He'll eventually get the message / realise its more hassle than its worth.
Oh, and almost certainly not paying tax, almost certainly doesnt have public liability insurance, and almost certainly operating on a "private sale mate" basis for any cars he sells, so might be worth looking at what he can be reported for down those avenues as well.1 -

We have local meetings in our area between Police, residents and the council. I complained at one of those. Took a couple of attempts because the first counsellor just said they’d report it to the relevant department and then nothing happened, but the unroadworthy car vanished the day after my second complaint.There is also the option of reporting to HMRC in case he’s doing cash in hand jobs.All shall be well, and all shall be well, and all manner of things shall be well.

Motor traders - exceptions
If a vehicle is between registered keepers or registered as ‘in trade’ with the Driver and Vehicle Licensing Agency (DVLA), it is excluded from continuous insurance enforcement.
Vehicles you keep for your own use are not excluded.
