Bank Park PCN - Burgess Hill

Hi, 

After reading your newbies I understand the PCN should not be paid but wanted to check as I'm unsure of this scenario......

Usual didn't see the sign entering a car park, shopped in Waitrose, Burgess Hill as not local to me and didn't realise it was a pay and display car park. It was my partner's car and I was driving so feel abliged to sort this, I don't really want them terrifying her with letters so should I own up to being the driving so they hound me instead? 

Also, no ticket was purchased for parking but PCN of £60 seems unfair for 30mins when the car park charges £1 per hour.

    Question 1 is, does that PCN from Bank Park comply with POFA 2012. , or not. ?

    If it does, then the RK can name the driver, look on the back for details 

    Once you have a PCN in your own name, you can either appeal or pay 

    Ideally you should both be looking to get a cancellation by the landowner as soon as possible, but that may be difficult on a paid for car park 

    The terms and conditions are on the signs there, they will tell the driver what any breach will cost, the driver agreed to those terms by the act of parking there, typically it's £100 , reduced to £60 for early payment

    Hi xxxxxxx, thank you for your message. We would always advise to follow the appeals process outlined on the PCN. A 14-day period is provided to pay a reduced PCN charge of £60.00- if payment or an appeal is not received within this timeframe, the charge will revert back to the £100.00- fee. All charges are based on the National Rate. Upon response to an appeal, the reduced 14-day period will be upheld allowing the customer the same opportunity.     You could try a complaint higher up, but it seems that they washed their hands of it and Bank won't cancel it

    Of course not, look at that GREY SIGN.  Can you read it? I can't. 

    And you haven't said if this is a POFA PCN or not.

    As explained in the NEWBIES thread with a link to the POFA and a recent link to a detailed thread I have carefully compiled of NTK pictures, which I think includes Bank Park.

    No idea because we have not seen any pictures of the Bank Park signs or properly redacted pictures of both sides of the PCN either, but UNLESS the shop or the landowner will cancel it then I think that it doesn't look like an easy win for either of you, but we never can tell because there are too many unseen Exhibits
